We often tie this to performance evaluations. When the time for performance review comes, we often have the employee identify his or her weaknesses and what trainings he or she needs.

We also do that, but we also take into consideration what the supervisor thinks the employee should get.

We have a set of skills that we like all our employees to have, so that's pretty much part of the orientation they get. We also have a set of trainings to give depending on the position.
